MNRE’s Second Call for Proposals: Strengthening Green Hydrogen Testing Infrastructure in India

The Ministry of New and Renewable Energy (MNRE) has announced its second Call for Proposals (CfP) under the National Green Hydrogen Mission (NGHM) for funding of testing facilities, infrastructure, and institutional support.

With a mission outlay of ₹19,744 crore, NGHM aims to make India a global hub for green hydrogen production, usage, and export — ensuring quality, safety, and sustainability across the entire value chain.

Why This Matters

As India accelerates towards net-zero emissions and a clean energy transition, testing and certification infrastructure plays a crucial role in:

  • Guaranteeing hydrogen purity and performance
  • Ensuring safety compliance
  • Building investor and consumer confidence
  • Meeting international green hydrogen standards

Funding Highlights

Under this scheme, MNRE will provide up to 100% Central Financial Assistance (CFA) for:

  • Setting up new green hydrogen testing facilities
  • Upgrading existing facilities for hydrogen production, storage, transport, and utilization
  • Establishing Centers of Excellence for hydrogen testing

Government organizations can receive full funding, while government-private consortia are also encouraged.
Funding covers equipment costs, installation, and commissioning — but not land or building expenses.


Key Objectives

  1. Develop new testing infrastructure for green hydrogen components and processes.
  2. Upgrade existing labs to meet global hydrogen testing standards.
  3. Map and disseminate technology performance data for the GH2 ecosystem.
  4. Support quality assurance and certification systems for hydrogen in India.

Who Can Apply

Eligible entities include:

  • Government testing agencies
  • R&D institutes and academic institutions
  • PSUs and autonomous bodies
  • Consortiums with a government lead partner

  • CfP Release Date: 11 August 2025
  • Online Stakeholder Meeting: 19 August 2025
  • Proposal Submission Deadline: 10 September 2025, 4:30 PM (Hard copy to NISE, Gurugram)

How to Apply

Applicants must submit:

  • Detailed Project Report (DPR)
  • Organization background and technical capabilities
  • Land/building details
  • Equipment list with quotations
  • Regulatory compliance documents

Proposals are to be sent both physically and via email to the National Institute of Solar Energy (NISE).
