MNRE extending the timeline for BIS Certifications till 30.06.2026 for certain solar products

1. What is happening here?

The Central Government had earlier issued a legal order under the Bureau of Indian Standards (BIS) Act, 2016 called the “Solar Systems, Devices and Components Goods Order, 2025”.
This order replaced (in supersession of) the 2017 order about compulsory registration of certain solar products.


2. What the 2025 order said

  • It covered five solar products listed in a table (not shown here).
  • It was published on 27 January 2025.
  • It was supposed to come into force 180 days after that date (so roughly late July 2025).

3. The new development

Now, the government says:

  • For SPV (Solar Photovoltaic) inverters of capacity > 200 kW (items 4 and 5 in the order), full implementation is delayed.
  • New date: 30 June 2026 or until further orders, whichever comes earlier.

4. Why the delay?

  • There are limited test facilities available in India for such large-capacity inverters.
  • Manufacturers need more time to comply with the order.

5. What happens in the meantime?

  • Until 30 June 2026 (or earlier if ordered), these large inverters can be sold based on self-certification.
  • But there are conditions:
    1. Manufacturers must have valid IEC certificates matching the Indian Standards mentioned in the order:
      • Item 4: IS 16221 (Part 2): 2015 / IEC 62109-2: 2011 & IS/IEC 61683: 1999
      • Item 5: IS 16221 (Part 2): 2015 / IEC 62109-2: 2011, IS 16169: 2019 / IEC 62116: 2014 & IS 17980: 2022 / IEC 62891: 2020
    2. They must also have test reports from accredited labs.
  • This is to ensure safety and performance standards are still met while giving industry breathing room.

6. Key takeaway

  • The 2017 order is gone — replaced by the 2025 order.
  • Small and medium-capacity products under the 2025 order will follow the original enforcement schedule.
  • Large-capacity (>200 kW) inverters get an extension till 30 June 2026 with self-certification, provided they meet IEC + Indian Standards and have accredited test reports.
